A customer of mine had a similar problem on an old water heater a few years ago. I watched the flame one day and saw when the thermostat would reach the setpoint and shut the gas valve off, the last of the gas would burn off with a soft &quot;whuf&quot; and blow out the pilot.

These are the steps I took to solve the problem.

1. Make sure that the exhaust vent is free flowing and not blocked at all. 

2. Make sure that the flue baffle is operating properly.

3. Make sure that the jacket door and inner door are properly installed.

I found some info on the rheem website that you might be intrested in although I couldnt find your exact model I found one for a 21dv50-38 which is probably close to yours.</description>
