What is wrong with my hot water heater?

I have a 2 story house with 1 water heater. It’s always been slow getting hot water upstairs, usually around 60-90 seconds. Now, there is no hot water getting upstairs. I’ve checked my gas line to the heater, no problem there. I’ve drained and refilled it. Hot water is getting to my sinks downstairs, the dishwasher and the washing machine, but not even a drop of warm water will reach upstairs anymore. It is a Rheem 40 gallon heater made in 1991. Any help would be appreciated. Thanks in advance.
I guess I need to explain it a little bit more. My house is 10 years old, so the pipes are copper. It is a gas water heater, so elements aren’t the problem.. Another thing, like I said the water downstairs gets hot, it’s upstairs where I have the problem and if it is the pipe between downstairs and upstairs, I have no clue how to get to them to clean them out since they’re all behind walls.
If there is a clogged pipe, shouldn’t NO water at all come through when I turn the hot water knob?
