What is the proper and safe way to drain water out of my water heater tank?

shut the heater off boiler immersion etc turn the water off and open the taps in the bath etc
if there is a draincock in the cylinder then put a hose and open the cock

If you drain off too much water you will cause an “Air Lock” when the tank is refilled. And because its your fault it will cost you more. Leave it all alone. Let the Man do his job.

turn off the gas or elec to htr,shut water off where it comes into house or at cold h20 inlet valve above water htr,,,open hot faucet at laundry tub or at any sink,,put hose on drain valve at bottom of water htr,,,run hose to floor drain,,slowly open drain valve at bottom of htr,,when done draining,shut hot water valve at sink,turn main water on where it comes into house if that’s where u shut it off,,do not open inlet valve above htr,,,

Hey Abay,
First turn off any electricity or gas. Connect a garden hose to the drain at the bottom of the tank. Allow hose to drain in yard if possible. *** Close valve on incoming cold water pipe and then open drain connected to hose. *** Then open the incoming water valve to force the sediment out of the drain in the water heater for just a few seconds. This will also help open the hose.
Open hot side faucet to allow heater to drain. Let the plumber remove the hose when he arrives.

cut elec or gas off,turn cold water feed off,hook up hose to bottom spiot,pop open t&p valve on side open bottom valve.this way you can still use cold water for some things,you will get a certain amount of back flow to the w/h.
