Are tankless water heaters OK in northern climates? Someone can show their performance in Chicago?

Looking to replace a gas water heater 40 gallons (tank) and I'll go with either a tank of 70 gallons or try a whole house tankless. I read the temperature of the soil water affects their performance and I was wondering if someone has installed a house in Chicago tankless and what their experience has been. Would you recommend or warn against?
