Rheem Electric Water Heaters Problems

I have a Rheem water heater model24289. I got it used and when it was plugged in?
He seemed to have a dead short. Or at least, it blew the fuse on the circuit wall. Does anyone know how to solve this problem w so I can have water Hot from it?
check the amperage of the unit, check the fuse amp rating .. DONT replace it with a fuse of greater AMP as the son can not be assessed for this .. if thats right, there is probably a short circuit element .. unless you have a meter and know how olm use it you can have a qualified person check it out ..
