Replacing Water Heater Thermo Coupling

Indicator light water heater will not stay lit! Help!?

Whenever we have a high speed wind in our region the light goes out. The thermo-couple has already been replaced and we can not find something else to do. Any information will help complete! Thank you

Install a cap on the special water heater vent pipe (outside on the roof or side of the house). The ceiling will allow air, but deflect the wind. Also, have pilot cleaned.
