Can someone tell me how to test the voltage from a circuit breaker?

Preferably in a way that does not kill me. I installed a new hot water heater today because the former seemed totally dead. Well, does the new no. I know there is power from the son because I used one of those little testers output LED on the tracks and got a light. However, I wonder if its not enough juice to run the water heater or if something has trashed the power from the breaker. I have a multimeter, but I have no idea what to put. Anyone who knows what to do and could perhaps be referring to a website with instructions, it would be great! Before I drop hundreds and hundreds of dollars on an electrician, I like to ensure that power is really the problem and I was not just the misfortune of having a water heater DOA.

Go to the breaker box. There should be a double pole breaker. On one side breaker must be one hundred ten volts. This is measured from the screw holes over the earth. It is also one hundred and ten or so of the other side of the breaker. That makes twenty-two that is needed to operate the heater. If one leg is dead, you should check your circuit breaker this could be the main source of your problem. At the other end of the circuit of a neutral pin should read the same as the circuit breaker. So is the other side. Good luck and be careful if you have any doubts get help.
