How come we call it a “Hot Water Heater” when it heats up COLD water?

And maybe calling it a “Hot Water Heater” is a Southern thing. Maybe everywhere else they just call it a water heater?

    same reason people say “PIN number” and “ATM machine”.. there’s all kinds of redundant phraseology in colloquial english. it may be a more southern thing – i’ve heard people just say ‘water heater’ too.
