Hot Water Heater Used For Heating

Is it better to have the hot water heater set to as cold as possible and only use the hot tap for showers?
Will I save energy having the hot water heater set to as cold as possible and only use the hot tap, or have it set warmer and mix the hot and cold water taps to get the desired temperature? My dishwasher does not need hot water (it heats it itself) and I only wash in cold water. I am thinking that I only need the hot water heater to be set warm enough so that I can have a shower just with the hot tap. Wouldn’t this save energy because I am not heating so much water?
If it makes any difference I am using a gas hot water heater. Why is it called a hot water heater anyway? It is heating cold water!
By as cold as possible I don’t mean the coldest setting I mean as cold as comfortable for a shower just with the hot tap.
Yes, normally it is more efficient to lower the temperature in your hot water heater as long as the capacity (Size) is large enough to handle your normal volume needs. This is because most of the loss is during the time you are not using the hot water and the unit keeps coming on just to maintain the high temperature. It will come on less frequently with the lower setting.
