can a bad thermostat on a water heater cause my electric bill to double in the kilowats?

jmeff2002 asked:

we had both thermostats replaced in our water heater, and since then our utility bill has doubled in the kilowats, and also in price. we had an electrican look at the fuse box and there was a fuse they replaced to the water heater, but a few weeks later the thermostat had over heated and we found the wires and plastic melted along with the foam covering. we fixed the thermostat again, and are waiting to get a new water heater installed. But the one we have now, with all the problems is not even two years old. So our electric bill came and the kilowats have doubled . Can it be because of the problems with the water heater?

Of course because bad thermostat maks heater always works ,so that it consumes a lot of power and may get damaged .
